    Title: Development of Learning Material on Education for Health and    Well-being (EHW) for Secondary School Learners with Disabilities.

    Duration of contract: 135 Days 

    Deadline to apply:  3 July 2026,Disabilities-Final midnight, Ethiopia time. 

    I. Background

    Education for Health and Wellbeing (EHW) represents a holistic strategy that provides learners with the essential knowledge, skills, values, and attitudes required to make well-informed choices regarding their health and overall well-being. This approach fosters safe, inclusive, and healthy educational environments, empowering learners to lead productive and responsible lives. 

    Adolescents in secondary schools encounter various health and social challenges, such as HIV infection, early and unintended pregnancies, gender-based violence (GBV), and reproductive health issues. These challenges significantly affect school attendance, academic success, and students’ overall well-being. It is crucial to deliver accurate and age-appropriate health information within schools to facilitate prevention and protection. 

    Students with disabilities remain one of the most overlooked groups regarding their access to health and well-being education. Most existing educational rehe specific needs of students with visual, hearing, physical, and intellectual disabilities. 

    Students with disabilities are especially at risk for HIV infection due to their limited access to prevention information, early and unintended pregnancies, sexual abuse, and gender-based violence, as well as inadequate reproductive health knowledge, and social exclusion and discrimination. The lack of accessible educational resources in suitable formats, such as Braille, audio, simplified language, and materials supported by sign language, hinders their capacity to gain vital knowledge and life skills.   

    To address these gaps, UNESCO intends to recruit a qualified consultancy firm to develop inclusive and accessible learning materials on Education for Health and Wellbeing, focusing on HIV prevention and awareness, Early and Unintended Pregnancy prevention, Gender-Based Violence prevention, and Reproductive health education. 

    II. Rationale

    Inclusive education ensures that all learners, including those with disabilities, have equal access to quality education and essential life skills. Access to health and well-being information is a fundamental right and a key component of inclusive education. Learners with disabilities often face barriers in accessing information related to HIV, reproductive health, early pregnancy prevention, and protection from violence. These barriers include a lack of accessible learning materials, limited adapted teaching resources, communication barriers, a lack of disability-sensitive health information, and social stigma and discrimination. As a result, learners with disabilities often have lower levels of knowledge about HIV prevention, reproductive health, and protection from gender-based violence compared to their peers. 

    Secondary school students are at a critical stage of physical and emotional development where they need reliable and accessible information to make informed decisions and protect themselves from risks. Inclusive learning materials tailored to the needs of learners with disabilities will help ensure equitable access to essential health information. 

    The development of inclusive EHW learning materials will: 

    • Promote equitable access to health education. 
    • Reduce vulnerability to HIV and early pregnancy. 
    • Strengthen GBV prevention awareness. 
    • Improve reproductive health knowledge. 
    • Support inclusive school environments. 
    • Strengthen the implementation of Education for Health and Well-being

    III. General Objective

    The general objective of this assignment is to develop inclusive and accessible learning materials on Education for Health and Wellbeing, focusing on HIV, early and unintended pregnancy, gender-based violence, and reproductive health for secondary school learners with disabilities. 

    IV. Specific Objectives

    The specific objectives of the assignment are to: 

    1. Review existing Education for Health and Wellbeing materials and secondary school curriculum documents. 
    2. Identify the learning needs of secondary school learners with diverse types of disabilities. 
    3. Develop inclusive learning materials covering HIV prevention, EUP, GBV prevention, and Reproductive health education. 
    4. Develop comprehensive learning materials for different disability groups, including learners with visual impairments, hearing impairments, and intellectual disabilities. 
    5. Pilots test the materials in selected secondary schools. 
    6. Revise and finalize materials based on stakeholder feedback. 

    V. Expected Outcomes

    The expected outcomes of the assignment include: 

    • Comprehensive, inclusive learning materials developed for secondary school learners with disabilities. 
    • Improved access to HIV, reproductive health, GBV, and pregnancy prevention information for learners with disabilities. 
    • Strengthened implementation of inclusive Education for Health and well-being at the secondary school level.
    • Increased awareness and life skills among learners with disabilities. 
    • Improved capacity of teachers to support learners with disabilities using inclusive EHW materials. 

    VI. Major Activities

    The consultancy firm will undertake the following activities: 

    6.1 Inception Phase 

    • Conduct an inception meeting with UNESCO and the Ministry of Education. 
    • Develop a detailed methodology and work plan. 
    • Submit inception report. 

    6.2 Desk Review 

    • Review existing EHW materials. 
    • Review national curriculum documents. 
    • Review inclusive education policies and guidelines. 
    • Review international best practices on inclusive learning materials. 

    6.3 Needs Assessment 

    Conduct consultations with: 

    • Teachers 
    • Learners with disabilities 
    • Special needs experts 
    • Curriculum experts 
    • Identify accessibility requirements and content gaps. 

    6.4 Development of Draft Materials Develop inclusive learning materials on: 

    • HIV prevention and stigma reduction 
    • Early and unintended pregnancy prevention 
    • Gender-based violence prevention and reporting 
    • Reproductive health and puberty education 

    6.5 Accessibility Adaptation 

    Develop accessible and generic learning material in English and Amharic for secondary-level learners with disabilities, including visual and sign language-supported material. 

    6.6 Validation Workshop 

    • Organize a national validation workshop. 
    • Collect stakeholder feedback. 

    6.7 Pilot Testing 

    • Pilot materials in selected secondary schools. 
    • Document lessons learned. 

    6.8 Finalization 

    •  Revise materials. 
    • Submit final versions.

    VII. Deliverables

    The assignment will require 135 days of work by the Lead Consultant over 4 months and 15 Days, starting on the date of contract issuance. The firm expected to deliver the following major outcomes. Payments shall be made according to the delivery and acceptance of deliverables specified in the following table :

    IX. Qualification and Experience of the Firm

    The consultancy firm should meet the following requirements: 

    • The firm must be legally registered. 
    • The firm must have at least 10 years of proven experience in the development of educational materials. 
    • Experience in curriculum development, Health education, or life skills education 
    • Experience in developing inclusive learning materials 
    • Experience working with the Ministry of Education and UN agencies 
    • Strong quality assurance mechanisms 
    • Ability to deliver assignments within agreed timelines 

    X. Selection and Recruitment Process 

    The consultancy firm should provide the following information with their proposal 

    • An expression of interest outlining how the consultancy firm meets the criteria, explaining the firm’s interest, the composition of the consultancy firm’s team members, and the capability and qualifications of the respective team to perform the tasks. 
    • The firm should submit an up-to-date CV for a team of consultants, stating details of education, qualifications, work experience, and contact information by the submission deadline. Please highlight relevant prior experience. 
    • Proposed approach/method, and vision on the assignment, including a tentative work plan with periods. 
    • An example of similar pieces of work completed recently. 
    • Financial offer in Ethiopian Birr, indicating the all-inclusive, fixed total contract price, supported by a breakdown of costs per activity and excluding any travel costs, if necessary, as well as the DSA from the lump sum amount.
