    Pennsylvania senator prepares for push to bring single-payer healthcare to the state

    A Democrat in the Pennsylvania Senate is set to introduce a bill that, if passed, would bring a single-payer healthcare system to the state, complete with universal coverage for all residents

    Sen. Nikil Saval, who represents Philadelphia, circulated a memo in the state Senate last week, seeking cosponsors for its formal submission. Saval said that will happen in “the near future.”

    “Across the country and here in Pennsylvania, families are paying far more for healthcare while receiving far less for it than households in peer countries,” the state senator wrote. “Nearly half of all families in the United States consider healthcare costs a burden. Another 28 million people are uninsured.”

    Saval cited high levels of medical debt held by residents in the state as an impetus for his proposed legislation. He blamed the “more than $1.8 billion” in unpaid medical bills on an “ill-equipped system” in the commonwealth that is currently unable to adequately cover the cost of healthcare services

    “I’m introducing the PA Universal Healthcare Plan to ensure everyone in Pennsylvania can receive the care they deserve without having to choose between their families’ health and their financial stability,” his letter reads

    As part of the delivery of this new single-payer system, Saval’s bill would establish a new “Office of Healthcare” within the Pennsylvania Department of Health. The purpose of that office would be to administer the system, file claims, and disburse money as necessary for covered services, based on the eligibility of participants

    Pretty much everyone is eligible for coverage, assuming Saval’s plan remains unchanged. All residents of the commonwealth can sign up, and even non-residents of the state that work 20 hours or more per week within its borders could benefit from the insurance program

    “Coverage will be provided without copays, deductibles, coinsurance or caps,” Saval confirmed

    Cheaper than private insurance

    As for how the state will cover the costs, Saval said a new payroll tax would be levied, effectively meaning the state would charge for premiums. But, Saval promised that the “majority of Pennsylvanians” will end up paying “far less” than they currently pay for healthcare coverage

    “By improving our standard of care, we will make Pennsylvania an even better place to live and work across a lifetime. Please join me in cosponsoring this critical piece of legislation,” the senator wrote

    Many of the finer details of the proposal are still unknown, as no bill has been filed, let alone brought to the floor for debate

    If it passes the Senate, Pennsylvania universal healthcare would still need to survive the state House of Representatives and be signed by the governor before it becomes law
