DOVER, Del. (Aug. 12, 2026) – The Delaware Office of Highway Safety (OHS), in conjunction with the Delaware Division of Public Health (DPH), has released the latest installment in its Ambassador of Safety video series, spotlighting Delaware’s groundbreaking Prehospital Whole Blood program and the paramedics who are helping save lives across the state
The Ambassador of Safety series recognizes the organizations, programs, and individuals working every day to improve traffic safety in Delaware. While preventing crashes remains OHS’s top priority, the series also highlights the critical role post-crash care plays in improving survival and recovery when serious crashes do occur
The newest video features Dr. Robert Rosenbaum, State Medical Director for DPH’s Emergency Medical Services and Preparedness Section, who explains how Delaware’s Prehospital Whole Blood program is changing trauma care by bringing lifesaving blood transfusions directly to patients at the scene of an emergency
The video also highlights Delaware’s leadership in emergency medical care as the first state in the nation where every prehospital paramedic and aviation team has access to whole blood that can be administered in the field. This critical resource allows paramedics to begin lifesaving treatment before patients reach the hospital, improving survival rates and helping save patients who may not have survived under previous standards of care. Dr. Rosenbaum notes these patients are referred to as “unexpected survivors.”
“Trauma patients experiencing severe blood loss don’t have minutes to spare,” said Dr. Robert Rosenbaum, State Medical Director for Delaware’s Emergency Medical Services and Preparedness Section. “Having whole blood available in the field allows our County paramedics and State Police aviation teams to begin lifesaving treatment immediately, giving patients the best possible chance of survival before they ever reach the hospital. It’s a remarkable advancement in emergency care that is already making a difference here in Delaware.”
“The Ambassador of Safety series allows us to shine a spotlight on the people and programs making a difference every day on Delaware’s roadways,” said Sharon Bryson, Director of the Delaware Office of Highway Safety. “By highlighting innovations like Delaware’s Prehospital Whole Blood program, we’re able to tell the stories of the professionals whose work extends beyond crash prevention and into lifesaving care. Their dedication strengthens every part of Delaware’s traffic safety system.”
