Gov’t unveils four-tier framework to boost wellbeing
Mental wellbeing issues in Macau will soon be addressed through a new initiative slated to roll out in the second quarter of next year
Legislators were informed of the proposal on Thursday by Secretary for Social Affairs and Culture O Lam, who said a cross-departmental panel had already been assembled and was currently running trials
The team is preparing for a physical presence, with a brick-and-mortar service provider expected to begin operations between April and June
The secretary said that the initiative was designed to align with the nation’s 15th Five-Year Plan, shifting policy focus from treatment to prevention and support. According to her, complex cases, deployment challenges, and service integration will be the primary focus areas

Service specifics
The secretary also noted that the services would consist of four tiers
The top tier is dedicated to complex cases to be handled by trained psychiatrists. Under the second tier, general practitioners from health centres and neighbourhood clinics will take responsibility. Third-tier services will be supported by psychotherapists, while fourth-tier cases will be addressed by school and neighbourhood counsellors
Additionally, the government is considering extending preventive measures to schools and nurseries. The objective is to establish campus-based teams, psychological assessments paired with behavioural checklists, and targeted teaching materials
